WRAP seeks bids for market development funds

Regional markets for recycled materials in England are set to benefit from funding worth up to 10 million, with the first applications for the funding invited from next week.

The money is coming from WRAP – the Waste and Resources Action Programme – under its Regional Market Development Fund which aims “to provide support for local and regional projects that will contribute to healthy markets for recycled materials nationally”.

Not only will WRAP support projects that help it tackle its priority waste streams (glass, paper, wood and plastics) but the organisation has also announced it will support schemes handling outside its remit. This could include tyres, end-of-life vehicles and waste electronics material.

Overall it is intended that a large proportion of the fund will be spent on projects that create markets from the biodegradable elements of the waste stream.

First call
The first call for funding will open on December 15 and will be worth up to 5 million. It will consist of two phases, the first will call for outline applications (pre qualification stage) and full applications at a second stage. The total 10 million will be allocated over a three year period.

“Consultation with members of the Remade Network UK and others has identified a clear need to maintain the momentum of regional initiatives,” said Ray Georgeson, WRAP director of policy and communications. “Local knowledge and expertise will be an essential ingredient in achieving strong markets for recycled materials across the UK.”

“The fund will provide a strategic approach for market development work at the local and regional level,” said Jennie Price, WRAP chief executive. “By operating as a competitive project fund, the regional market development fund will identify and support market development initiatives appropriate for delivery at the regional level that generate the best tonnage and value-for-money projects.”

Key criteria
Applications will be assessed against a number of key criteria including contribution to the tonnage target of 373,000 tonnes by 2006 and the commercial viability of the initiatives once funding has ceased. The overall environmental impact of the project will also be evaluated.
