The contract, which was made public on 22 September, provides interested parties with an opportunity to submit their bids until 25 October. If successful, the contract will take effect from 1 April 2024, and run through to 31 March 2026.
The contract is for the provision of a MRF tasked with processing approximately 20,000 tonnes per annum of dry mixed recycling. This consists commingled mix of recyclable materials sourced from households, including glass.
Two lots
The contract is divided into two distinct lots, each with its unique pricing structure.
Lot one adopts a “dynamic approach” with a basket of goods payment mechanism intricately linked to an indexed price. Under this arrangement, both revenue and costs associated with the basket of goods will experience monthly fluctuations.
In contrast, lot two adopts a fixed price model, featuring an inclusive gate fee that encompasses all aspects of the operation, including processing costs, haulage costs, and material resale value.
The procurement process introduces two lots and potential suppliers are encouraged to consider bidding for both lots, although they have the option to submit bids for a single lot. The decision to award a contract for either lot 1 or lot 2 will rest solely with Ansa Environmental Services Ltd.
Commingling
This opportunity comes after Ansa awarded Re-Gen Waste a £10.2 million contract in April 2023 to process 20,000 tonnes of recyclable materials annually ( see letsrecycle.com story).
The commingled materials are sourced from households in Cheshire East and transported to the Cledford Lane waste transfer station. Under this contract, Re-Gen Waste will further process the materials at their facility in Newry, Northern Ireland.
Prior to the Re-gen contract material was sent to UPM’s MRF in Shotton, Flintshire.
