Bradford fines woman over rat infestation caused by waste

Bradford council has reported that an individual has been prosecuted for failing to comply with a Community Protection Notice which required the removal of waste from her property. 

Ms Hafeeza Munir, owner of a property on Southmere Road was fined £950, including costs after pleading guilty to the offence and was obligated to remove the waste from her property. 

Issue 

The issue first came to the attention of the Environmental Enforcement Team in 2021. Despite numerous attempts to assist Ms Munir in addressing the problem, the council reported she “persistently” ignored these efforts. It also stated that her non-compliance resulted in a rat infestation that spread to neighbouring properties. 

Additionally, the council stated there were multiple instances where the waste was set on fire at the front of her property, which posed risks to nearby homes. 

According to the council, Ms Munir had repeatedly promised to clear the waste but failed to meet multiple deadlines and comply with the Community Protection Notices over several years.  

Impact 

Councillor Sarah Ferriby, Bradford council’s executive member for healthy people and places, said: “The waste at this property has had a significant negative impact on neighbouring residents and the local community, especially given the property’s close proximity to a local primary school. We hope this prosecution serves as a warning to others.”
