WRG to partner HLC on Wrexham waste contract

Waste Recycling Group is to partner Portuguese owned firm HLC as it seeks to finalise a contract for a proposed resource recovery centre in Wrexham.

As part of a long-term waste management contract, HLC is to build a pyrolysis and gasification plant, materials recycling facility, dirty MRF and in-vessel composting plant at the Wrexham industrial estate, to deal with waste from 80,000 homes in the borough.

The company has announced that WRG will be brought in as a partner for the contract, providing the technology for the pyrolysis and gasification plant.

WRG already operates Wrexham's household waste recycling centres and currently provides landfill disposal and composting services for Wrexham's household waste.

The two companies will also be working with the council in order to progressively roll-out Wrexham's kerbside collection system – covering recyclables, green waste and residual waste.

HLC chairman, Luis Carvahlo, said: “HLC recognises the need to instil confidence in the project and therefore the right partner is important. Sharing the resources, risks and rewards makes it easier to deliver what is required and a fresh look at the project and its issues will help to refine the solution.

“WRG will bring the benefit of the capacity and experience of a major waste company to this project and we believe that now is the right time,” said Mr Carvahlo.

Chris Cox, WRG's commercial director, added: “This is an attractive opportunity and a deliverable project. WRG will work with HLC and the council to find the best solution for Wrexham.”

New site


HLC was announced as the preferred bidder for Wrexham county borough council's waste management contract in 1998. But the original site for the recovery centre proposed for the contract was bought by another company and the council decided to halt proceedings until a new site was found.

The original contract also included the use of an incinerator rather than a pyrolysis and gasification plant. Following public protest HLC dropped its incinerator plans. The company said that the pyrolysis technology was not available when the original contract was put forward, but it has moved forward since then.

A spokeswoman for Wrexham council said that negotiations over the contract would be completed once the resource and recovery centre was ready to go.
