Organised by procurement specialist Scotland Excel, the framework for ‘Treatment of Recyclable and Residual Waste’ aims to streamline the tendering process for councils.
The local authorities in Scotland will now be able to choose from the list of pre-approved suppliers to deliver waste services with the aim of saving time and procurement costs.
The inclusions in the tender framework, which were officially allocated on July 7 this year, will run until May 2017 with an option to extend for a further one-year period.
The framework provides for tenders covering a range of treatment and disposal options for metals, cans, glass, paper, textiles, plastics and wood commonly collected by councils via their individual collection services.
Contractors on the list include waste firms Biffa, FCC Environment, William Tracey, SITA UK, Viridor and UPM, as well as a number of smaller companies.
Lots
In total, the service providers have been awarded across 23 lots, which include waste derived from households, waste recycling centres and commercial premises.
The framework is open to all 32 councils in Scotland, as well as associate members and cross sector partners of Scotland Excel. Based on council predictions for tonnage throughputs, the estimated value of framework transactions including income and treatment and disposal costs will range from £20-25 million per year.
The deal follows a similar procurement exercise for the south of England, developed by Improvement and Efficiency South East (iESE) on behalf of 141 signatory local authorities.
However, this framework failed to take off with over half of the waste companies invited to bid for the framework failing to complete the process (see letsrecycle.com story).
Established in 2008, Scotland Excel works collaboratively with its members and suppliers to raise procurement standards, secure best value for customers and improve the efficiency and effectiveness of public sector procurement in Scotland.
Complex
Commenting on the tender, Scotland Excel said the waste framework a ‘complex procurement exercise’ which was made possible by technical support from Zero Waste Scotland and recycling managers from each of the local authorities.
