Portsmouth city council says the award represents a two-year extension to an eight-year contract which first began on 1 October 2011.
There was the option to extend this contract by one, two or two-and-a half years. The extension will commence from 1 October 2020 and will expire on 30 September 2023, based upon the further six-month option not being taken up.
The value of the contract is based on estimates and subject to change, the council says. It is thought the contract is worth £31.5 million.
Legislation
Portsmouth city council says take-up of the extension period will allow it to understand fully the impacts of the Environment Bill currently progressing through Parliament and requirements of the Resources & Waste Strategy. During the extension period the council will undertake a formal fully advertised procurement exercise via competitive dialogue starting with a soft market testing exercise and peer review.
The council is currently piloting food waste collections under its contract with Biffa (see letsrecycle.com story). The second food waste trial will begin in September 2020 with a view to rolling it out city-wide from 1 October 2021.
And Portsmouth is currently working with partners on several strategic projects including a proposal to build a new materials recycling facility (MRF) to replace the existing two provided under the Portsmouth waste disposal service contract.
Biffa Municipal
Alongside the extension awarded by Portsmouth, Biffa Municipal Ltd has won several contracts and extensions in 2020.
In January Biffa was awarded an eight-year contract by Cornwall council to deliver the region’s waste collection and street cleansing services (see letsrecycle.com story).
January also saw the company awarded an eight-year contract worth more than £4.5 million per annum to continue the provision of municipal waste and recycling collection services to Winchester city council (see letsrecycle.com story).
At a meeting in Surrey of Tandridge district council’s community services committee it was agreed Biffa would be awarded a new recycling and refuse collection contract of undisclosed value, to run from 5 April 2021. Already the existing holder of the contract, Biffa had its current deal extended to 4 April 2021.
And, Biffa was awarded a waste and cleansing contract valued at £100 million by the Isle of Anglesey county council in July (see letsrecycle.com story).
