Hubbard steps up as LWaRB chief departs

The London Waste and Recycling Board (LWaRB) announced on August 1 that Wayne Hubbardhas takenover as chief operating officer following the departure of the former chief, Andy Holdcroft, to the private sector.

Mr Hubbard has been heavily involved in LWaRB since its establishment and has substantial local government and waste industry experience, as well as having worked under former London Mayor Ken Livingstone as head of waste policy at the Greater London Authority. He is well-known in London circles for his knowledge of the sector and experience of waste and recycling activities.

The departure of Mr Holcroft, to a business involved in running physiotherapy centres, means that the LWaRB management team is reduced in number terms.

In his previous role as LWaRBs head of business development, Mr Hubbard was responsible for providing financial and development assistance to projects that meet the objectives set out in LWARBs Business Plan.

In the wake of Mr Hubbards promotion, Charlotte Eddington, who was previously an LWaRB business development officer, has been appointed as head of infrastructure and Investment and will be responsible for managing the business development team, overseeing LWaRBs infrastructure portfolio and investment activities. Prior to joining LWaRB, Ms Eddington was head of energy and sustainability at CB Richard Ellis.

As part of this restructure, accountant James Lanman will become head of finance, overseeing the Board’s internal finances and will undertake financial analysis of projects applying for funding. The remainder of LWaRB’s structure remains unchanged.

Commenting on the restructure, London Assembly member James Cleverly, chair of LWaRB, said: I am looking forward to working with Wayne in his new role to deliver LWaRBs Business Plan over the next four years including the delivery of efficiency savings with the London boroughs and funding new, innovative, waste infrastructure in the capital. I also want to take this opportunity to thank Andy Holdcroft for his great work to date.

Mr Hubbard, said: I am thrilled to be taking on this new role at such an exciting time for LWaRB. The Board has strongly established itself in the market as a funding vehicle to improve waste management in London and is well positioned to continue to deliver in the future.

Fund

The Board announced last month that its second Waste Infrastructure Fund totalling 16 million is open for business, following the approval of its 2011/12 2014/15 Business Plan. LWaRB is currently calling for those projects that meet the criteria for funding from this targeted Waste Infrastructure Fund to come forward and complete an Expression of Interest (EOI) form, available from the LWaRB website (www.lwarb.gov.uk).

Since its establishment, LWaRB has supported a number of projects to improve waste management in the capital, including Trinity, a furniture reuse programme;the Board’s consumer campaign Recycle for London; FareShare, a community food network; a Flats Recycling Programme for local authorities; TEG, London’s first Anaerobic Digestion plant; and GreenTech, a plastic recycling facility.
