Ken Ransom, 59, was lost his entire right arm and left hand in an incident involving an industrial shredder at Eastleigh-based firm Associated Polymer Resources on Friday.
Mr Ransom, who lives in Romsey and has a wife and two grown-up children, received medical attention at the scene and later underwent emergency surgery at Salisbury General Hospital. He was subsequently transferred to Salisbury District Hospital, where he remained unconscious.
Police were initially called in, but the investigation is now being led by the HSE.
A spokeswoman for the Health and Safety Executive told letsrecycle.com: “The HSE is looking into this incident with the police, but we cannot comment at this time.”
Hampshire police said today the matter was now being dealt with solely by the HSE, with a spokesman saying that Mr Ransom remained in hospital in a “stable but not critical” condition.

Associated Polymer Resources has been involved in collecting and reprocessing a range of plastics since being established in 1988, producing granules and pellets for re-use within the plastics industry.

Managing director Ron Wilkinson declined to comment on the incident, which occurred at the company's Wren's Farm unit in North Baddesley.
