DEFRA warns that more EU legislation lies ahead

A leading waste civil servant has warned that new legislation and proposals are in the EU pipeline which will bring further rules covering recycling and waste management.

Simon Hewitt, head of DEFRA waste strategy, said yesterday: “Producer responsibility and other measures yet to emerge from the sixth environmental action plan will place major new requirements on us.” He mentioned in particular the EU’s forthcoming waste recycling thematic strategy and added that the PIU’s work on waste strategy might bring further changes.

Mr Hewitt was speaking at the launch of www.wasteguide.org.uk,a new online version of the Environment Council’s guide to waste management, The Stakeholders’ Guide to Sustainable Waste Management. He took the opportunity to call for a “major change in culture” to deal with waste.

The website received six-figure funding from the Landfill Tax and replaces the paper version of the guide which will not be updated. Its features include a guide to waste management legislation, a contacts directory and several discussion boards.

Terence Hoad, internet publications co-ordinator for the council explained why the website had changed format: “There are the obvious environmental benefits of reduced energy and resource use when compared to the manufacture and distribution of a hard-copy publication. The website version of the guide is also more readily updated and is freely available.”
