An exciting new opportunity has arisen within the Waste Delivery team at Leicestershire County Council.

We are looking to recruit a part time, Senior Operations & Contracts Manager with experience in contract management who can support the management of Leicestershire County Council’s Recycling and Household Waste Sites (RHWS) and Waste Transfer Station (WTS) on-site operations.

This is a part time role working 2 days per week (with flexibility on those 2 days), with the potential for additional ad hoc hours. Working Hours: 14.8 hours per week

About the Role

As the successful candidate, you will become an essential member of the Waste Delivery Team.  You will: –

  • Manage and procure contracts (service and sales) for RHWS and WTS operations, including preparing contract documentation in accordance with EU legislation and County Council procedures.
  • Oversee site and service provision.
  • Coordinate a preventative and reactive repair and maintenance programme for site infrastructure (buildings, retaining walls, drainage etc) and site equipment (static compactors, roll on roll off containers, mobile plant, signage etc).
  • Assist with ensuring compliance with Environmental Permits (and other relevant Environmental Legislation), planning permissions, trade effluent discharge consents, Health and Safety legislation and Council Policies and procedures.
  • Monitor and manage repairs & maintenance and environmental management budgets.
  • Lead on the customer interface, preparing and responding verbally and in writing to service queries and Corporate Complaints.

You will also manage staff, including undertaking annual performance reviews and will support the Team Manager(s) as required.

About You

To apply for this post, you must:

  • Hold a relevant degree or equivalent experience in waste management, contract management or procurement.  Hold a COTC (or be willing to work towards) and be a member of the CIWM (or willing to work towards).
  • Have experience in budget management including monitoring and planning abilities.
  • Be confident in effectively engaging with customers as well as dealing with media and publicity related to service issues.
  • Hold a good knowledge of site operations and environmental compliance including waste legislation and environmental standards.
  • Demonstrate effective leadership including excellent communication and presentation skills with the ability to negotiate, shape and influence as well as work to tight timescales.
  • Demonstrate an understanding of and commitment to equal opportunities and can apply this to all situations.
  • Be able to travel to locations across the County as required and perform all duties and tasks with reasonable adjustment, where appropriate, in accordance with the provision of the Equality Act 2010.
