The change means the former “list of large producers” has now been replaced with a new online register of producers, updated daily, to provide greater transparency on who is meeting their obligations under the Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024.
The register details:
- Whether a business is classed as a large or small producer
- Their producer registration number
- Their companies house number
All producers listed have registered for compliance year 2025, meaning they must meet their pEPR obligations for packaging in that year.
The register does not cover producers who are required to register and report their data but have not.
Register of packaging compliance schemes
In addition to the producer register, a separate public register of packaging compliance schemes has also been launched.
These schemes, which are authorised by regulators in England, Scotland, Wales and Northern Ireland, are designed to help businesses meet their legal duties, including registration and packaging data reporting.
Compliance schemes are not permitted to enrol producers in the report packaging data service or make payments towards disposal costs. However, they are able to pay registration fees on behalf of members and submit packaging data to regulators.
pEPR fees
The main cost for pEPR producers in 2025 will be the payment of the base fee, expected to be invoiced in October by PackUK, the Scheme Administrator.
Defra released the final base fees in June 2025 alongside a Regulatory Position Statement.
A full list of anticipated payment values for local authorities across England, Northern Ireland, Scotland and Wales was also released.
The payments – most of which are in the millions – will be made to local authorities in November this year.
The government has said that the funding should be ringfenced to improve recycling and waste services.
