Marshall joined CIWM in 2021 as Policy and External Affairs Director, following seven years as Chief Executive Office of LARAC.

In February 2024, he was appointed to the role of Director, overseeing the Institution’s policy, technical and knowledge functions at a time of intense regulatory activity and sector transformation.

Throughout his time at CIWM, Marshall supported the membership through the rollout of landmark reforms such as Extended Producer Responsibility (EPR).

Dan Cooke, Director of Policy, Communications and External Affairs at CIWM, said: “After 3.5 years with CIWM, Lee Marshall has left his role as Director of Innovation and Technical Services to pursue new opportunities.

“Lee has helped CIWM and the wider sector through an exceptionally busy time from a policy, regulatory and technical perspective, which we thank him for and wish him all the best in his future endeavours.”

30 years of experience in the waste sector

Marshall’s work drew on more than 30 years in the waste and resource management sector, with a strong foundation in local government operations and strategy.

Prior to joining LARAC and then CIWM, Marshall held senior waste roles at Stratford, Coventry and Woking councils, and spent time in the private sector with Grundon Waste Management, where he served as a contract manager.

Marshall’s understanding of local authority challenges also made him a valued member of government advisory groups, including panels on packaging and waste electrical and electronic equipment (WEEE).

He holds a Master’s degree in Public Administration and served for a decade as a Non-Executive Director at On-Pack Recycling Label (OPRL) Ltd.
