The part of the guidance sheet, entitled “Controlling fumes during plastics processing –Plastics Processing Sheet No. 13” was updated from a previous version produced back in
1998 and was updated because of an increasing number of queries from those working within the industry, expressing concern over health issues, including those which can cause upper respiratory tract problems.
According to Chris Flint from the HSE's Plastics and Rubber Sector Group, those plastics recyclers which recycle mixed grade plastics will be of more concern than to those that have been secured from a trusted source supplying non-mixed grade plastics.
Mr Flint said that some mixed polymers could be more problematic to recycle in terms the fumes they emit and therefore may require what he termed as “local exhaust ventilation,” when recycling. Local exhaust ventilation is a form of ventilation that sucks air directly form the source of the fumes, through ducts, and then pumps it outside, as opposed to just filtering or providing clear air into the vicinity five or six times a day.
This is especially necessary when such plastics could be overheated and thus exposing workers to harmful emissions, although, he added, research showed this was more to do with good practice than being significantly dangerous to health.
Mr Flint summarized: “This information sheet provides practical advice for companies on how to check that their processes are being operated in such a way that fume formation is minimised so reducing the risk of exposing employees to harmful levels of plastic fume. It emphasises the importance of maintaining plant correctly and following recommended processing parameters.”
The paper was produced by the HSE, in consultation with the Plastics Processors Health and Safety Liaison Committee.
