Market development is key in Scottish waste progress

The Scottish Executive has convened a new market development group to provide a Market Development Plan for recycled products.

The group includes representatives from the Convention of Scottish Local Authorities (COSLA), the Scottish Environment Protection Agency (SEPA), REMADE Scotland and the Waste and Resources Action Programme (WRAP).

The Plan will form a framework for material and sector-specific market development, and with public sector procurement forming a major market for recycled products, the Plan should also lay down procurement guidelines for Scottish local authorities.

In a response to the National Waste Plan inquiry carried out by the Scottish Parliament's Environment and Rural Development Committee, the Scottish Executive said: “We recognise that local authorities need to be provided with clear guidance on specifying recycled materials in contracts and the Executive will provide such guidance shortly.”

In the same report, the Scottish Executive also revealed that it has just agreed to continue funding the market development organisations WRAP and REMADE Scotland until 2005/06, “subject to agreeing business plans with both organisations”.

Event
As Scottish local authorities make progress on their strategies under the National Waste Plan this year, WRAP will be on hand at a major two-day event for the sector at the end of March 2004.

The Recycling Advisory Group Scotland (RAGS) Annual Conference will address a number of issues that will be key to local authorities, waste management companies and recyclers moving towards European Landfill Directive targets and producer responsibility demands.

Other organisations providing delegates with a wealth of information at the event will include the Scottish Executive, the DTI, SEPA, Recoup, the European Recycling Platform, the British Metals Recycling Association, Alcan Aluminium Can Recycling, British Glass, the Confederation of Paper Industries, COSLA and the Building Research Establishment.

Organised by letsrecycle.com and Materials Recycling Week, topics being discussed at the event at the Hilton Edinburgh Grosvenor hotel in Edinburgh will include:

  • Public/private partnerships in waste
  • Funding options available to public, private and community sectors
  • Global recycling trends in all materials
  • Producer responsibility for packaging, WEEE and ELVs
  • The development of markets for recyclables
