The first fine was announced by the council on 11 February.
Rochdale council said Claire Bezzina formerly of Westminster Street, Rochdale, appeared at Manchester and Salford Magistrates’ Court on 8 February, pleading guilty to one offence contrary to Section 34(2A) of the Environmental Protection Act (1990).
This came after the council said its enforcement team found bags of waste fly-tipped in October 2018 on a grass verge in Westminster Street where letters sent to Ms Bezzina’s former address were found.
According to Rochdale council, despite several attempts requesting Ms Bezzina attend an interview in connection with the fly-tipped waste, she failed to accept any of them.
Ms Bezzina was fined £75 and ordered to pay £375.13 for failing to ensure that the transfer of her waste was to an authorised licensed waste carrier.

The second fine was announced by the council on Friday (18 February), where the council said the “unlicensed waste carrier strikes again”.
Rochdale council said Victoria Petrovics, of Devonshire Road, appeared at Tameside Magistrates’ Court on 11 February, pleading guilty to the same offence.
The case related to an incident in March 2019, where Rochdale said its enforcement team found bags of waste and items linked to Ms Petrovic’s address fly-tipped at Kildare Cresent.
The statement said: “During an initial interview, she claimed to have paid a man to remove the waste from her property, without obtaining a receipt or undertaking any checks to make sure he was licensed by the Environment Agency”.
Rochdale council added: “The case was referred to court following her refusal to deal with the council directly, where she was ordered to pay a £50 fine plus £180 costs contribution and a £20 victim surcharge”.
Conviction
Commenting after the second announcement, councillor Liam O’Rourke, cabinet member for environment and facilities, said: “This conviction comes just days after another similar case last week. There are plenty of established licensed waste carriers who will dispose of your waste appropriately, not just dump it on our streets so blatantly near to where you live.
“A little investigation before booking can save time and money and stop those who do not care about our borough. Please take your waste to one of the many household waste recycling centres, or do your checks when booking someone to remove your waste. If you feel you need additional waste bins, we can also undertake a waste and recycling review.”
