The seven-year contract will cover waste collection, street cleansing and grounds maintenance services across the district from 1 April 2027.
The new contract will introduce a number of service improvements, including weekly food waste collections, enhanced street cleansing and increased resources to tackle fly-tipping.
It will also include investment in new vehicles and equipment, enhanced service standards and a tighter performance management framework.
FCC first took over waste and recycling for Harborough in 2009, when the company operated as Fosca Services (UK).

Contract to commence in April 2027
The contract follows an 18-month procurement process carried out under the Procurement Act 2023. The process was supported by the Welland Procurement Team, WSP and external legal advisers.
Bids were evaluated against criteria weighted at 60% quality, 35% price and 5% social value, with FCC achieving the highest overall score.
The council said the contract forms part of its wider plans to strengthen the long-term delivery of frontline environmental services, alongside investment in new depot and fleet infrastructure.
FCC has also committed to a range of social value initiatives during the contract, including improving community assets and public spaces, supporting young people and creating and enhancing parks, open spaces and pathways.
Other commitments include site visits and practical work experience, mentoring and apprenticeship opportunities, nature-based wellbeing initiatives, digital inclusion projects, and increased reuse and sustainability activity.

FCC and the council will now begin mobilisation ahead of the contract commencing on 1 April 2027.
