Mr Gulland has joined the advisory group from the Lothian & Edinburgh Environmental Partnership (LEEP) and has been a member of the RAGS committee for the past 3 years.
The new role will concentrate on developing the advisory group's activities to meet the growing demand for information from all sectors of the recycling industry. Specific focus will be on developing the support infrastructure for community recycling groups and facilitating their involvement in the local area waste strategy planning meetings which are currently taking place across Scotland.
Mr Gulland will also help member groups to access money from the landfill tax credits scheme and the New Opportunities Fund. He said: “I am delighted to be offered the chance to develop RAGS. It is clear that the dissemination of information on recycling and similar issues is currently incomplete, particularly to community groups and local authority officers. Our role is to facilitate access to up-to-date information as well as provide a forum for the exchange of views and practices, and the developing national waste strategy means that the amount of information required is increasing all the time.”
He added: “The group's role in bringing everybody together on issues will be important as the waste strategy covers everybody from local authorities, waste producers, private waste management companies and the community sector, all of which are represented in the RAGS membership.”
Tony Cassidy, RAGS chairperson, said: “Iain has a wealth of experience in the waste management and recycling sector formally having been employed by East Lothian and Orkney councils and in the voluntary sector. He has been a very active member of the RAGS executive and I am confident that he will bring a new dimension to the group”
One of Mr Gulland's first tasks will be to review the effectiveness of the “Buy Recycled Campaign” in Scotland.
