Mr Francis, 35, helped set up Onyx’s compliance scheme in 1998, but he is now leaving the company to join Complypak. Mr Francis will officially take up his new position on Monday September 10. Complypak was launched in February and is part of the Kent-based facilities management group Prismm.
Onyxpak's business development manager Lisa Bremner is also leaving her current position, but will continue to work for Onyx in an IT role.
The staff changes have meant that questions have been raised over the future direction of the scheme especially as Onyxpak was originally set up to market energy recovery Packaging Waste Recovery Notes (PRNs).
But Onyxpak refuted any claims that there were any difficulties with the scheme and said it has appointed Edward Cooke, 40, to replace Mr Francis as compliance scheme manager. Mr Cooke has worked for Onyx for the past six years and was previously business unit manager for Yorkshire.
Mr Cooke told letsrecycle.com that there were no problems with the scheme although there would be some “shuffling of the pack” to accommodate the staff changes.
On the issue of energy recovery PRNs, Mr Cooke said: “We have a large number of recovery PRNs, but this is likely to change. Onyxpak is prepared to replace them and we will be looking for alternatives.”
He added: “We are fully committed to Onyxpak. We have 277 members which we gained relatively rapidly and we are committed to increasing our membership. We are determined to be a major recycling force.”
With the appointment of Mr Francis, Complypak is also hoping to become a major recycling force. Adrian Jackson, of Prismm, said: “We are delighted to welcome Mr Francis as managing director and are confident that he will bring a wealth of knowledge and experience of the regulations to our compliance scheme. His appointment announces Complypak as a new force in the compliance scheme market.”
