The waste paper merchant will take the paper from Newlincs Development, a private company set up specifically for the purpose of managing the recycling and waste management in North East Lincolnshire. Newlincs has a 25-year disposal and recycling contract with the council which began in 1999 covering materials collected by the council at the kerbside, bring banks and civic amenity sites as well as residual household waste.

Paper for the contract will be sourced from bring banks and the council's kerbside collections to 30,000 properties. Newport Paper has guaranteed to pay a minimum price for the paper and North East Lincolnshire council and Newlincs plan to expand the kerbside collection to more households using the funding generated.
Sharon Hunt, operations director at Newlincs Development, said: “We found Newport Paper’s proposal very interesting because they were able to guarantee a minimum price. This allows us and the council to budget accurately with a set-revenue for the coming year. We can also rely on them to provide us with an excellent service.”
North East Lincolnshire's recycling rate in 2001-02 was 11% and working with Newslincs it hopes to achieve recycling rates of 17.5% in 2003-04 and 21% in 2005-06.
Ian Wright from Newport Paper said: “We find that many of our customers need to set budgets and forecasts for the collection of recyclables. The added pressure for local council contracts comes from the recycling targets set by central government. Our ability to set and guarantee an attractive upper and lower price is proving crucial to winning these types of contracts.”
Paper from North East Lincolnshire will be exported to Stora Enso in Belgium, Europe's largest paper mill, as Newport Paper is the mill's main agent in the UK.
Around 3,000 tonnes of paper a year is collected in North East Lincolnshire and Newlincs has a supply contract with Cheshire Recycling as well as Newport Paper.
