Local government recycling chief to join WRAP

Chris Davey, chair of the local government recycling officers organisation LARAC, is to join WRAP – the Waste And Resources Action Programme – as its local government expert.

Mr Davey's appointment as Quality Sourcing Manager is one of the first of a set of senior appointments to WRAP which are expected to be unveiled this month.

WRAP, which describes itself as “a major new force aiming to bring about a step-change in the UK’s approach to waste management and recycling”, has a number of initiatives planned for local authorities. These include improving training for managers and operational staff and developing best practice for kerbside collections.

Currently Mr Davey is policy development and recycling manager for West Sussex County Council and is expected to join WRAP by the end of September. His aims in leading WRAP’s Quality Sourcing Initiative, will include developing activities to support improvement in the efficiency of municipal recycling collections. The approach will focus on high participation rates, recovery rates and low levels of contamination.

Training
On the training front, a meeting has been convened for key participants in recycling and training to win a consensus on what the outcome of any recycling training initiative should be. This will help WRAP develop the specifications for a national recycling training programme which will be let on a competitive basis in the autumn.

Mr Davey said: “If local authorities are to meet the Government’s targets for recycling, the way in which municipal waste is managed must change dramatically over the next three to five years. I am thrilled at being involved in part of the process to make those changes possible.”

With West Sussex since 1993 Mr Davey, 39, has had responsibility for the Sompting materials recycling facility and has developed a variety of waste management policies from nappy initiatives through to green waste composting. Prior to this he worked in the private sector, including four years with Leigh Environmental.

Ray Georgeson, WRAP’s Director of Policy, said: “I am delighted that Chris Davey is joining WRAP. His understanding of recycling operations and local government will be invaluable.” He added that local authorities have a vital part to play in improving the efficiency of recycling collections. “There is a lot more that can be done to improve the efficiency of existing schemes.”

Larac
A special meeting of Larac is expected to be held within the next few months to discuss the position of chairman. It is expected that Paul Deakin, the current vice-chair and principal waste management officer for North Dorset District Council will take on the post until the normal Larac election round is held next year.
