It is believed that the companies tendering for the ELWA contract are Cleanaway, Shanks, Thames Waste and Waste Recycling Group.
Alan Dawson, of East London Waste Association, said: “Four bidders are still involved and have submitted price tenders. We will put two contractors forward to the next stage in mid-to-late summer and award the contract in December.”
The contract will be let in early 2002 after a two-year tendering process. The details of the contract will closely reflect the findings of the Integrated Waste Management Strategy, a plan that ELWA developed for dealing with east London's waste for the next 25 years.
In producing the strategy, ELWA carried out a consultation exercise and studied and costed all the available options for disposing of rubbish. Following this, the authority has decided to run down its landfill operation, whilst developing recycling as well as organic treatments and energy from waste. ELWA hopes that the strategy will enable it to get the best balance between costs and the environmental impact of the service.
ELWA believes that the establishment of an integrated waste management service will enable it to respond to increased public expectations in relation to sustainable waste management services.
The authority covers the four London boroughs of Barking & Dagenham, Havering, Newham and Redbridge. The population in the boroughs is around 850,000 and the waste authority disposes of over 500,000 tonnes of waste each year. The annual bill for this operation is around 21 million.
