The appointments come as CIRQLR continues to expand its regional operations and strengthen its capability to deliver recycling and waste management services to customers with increasingly complex and multi-site requirements.
Backed by infrastructure investor iCON Infrastructure, CIRQLR said the pair bring a combined 40 years of customer-focused operational and financial experience spanning recycling, logistics and critical infrastructure sectors.
Treacy will lead the group’s Southern operations, which include Chambers, Cox Group and Wilrose Environmental, while Parkinson will oversee the division’s financial strategy and governance.

Katie Treacy joins from Biffa

Treacy joins CIRQLR from waste management company Biffa, where she served as South-East regional general manager for the past three years.
In the role, she held strategic responsibility for both collections and transfer station operations, leading around 300 employees across the region.
Before joining Biffa, Treacy spent five years at North Air, an aviation into-plane fuel services provider, where she was commercial operations manager overseeing activities at Gatwick and Heathrow airports.

Catherine Parkinson to take financial role

Parkinson joins CIRQLR after a decade with North Air, where she progressed to the role of finance director and head of finance.
She was responsible for all financial matters across the business, ensuring financial strategy aligned with wider operational objectives.
Her remit included overseeing major capital investment programmes, including the procurement and management of a fleet of more than 100 vehicles.
Parkinson also maintained financial oversight of fuel supply operations serving commercial aircraft at up to 20 UK airports.
A qualified ACCA accountant, Parkinson began her career in financial services. She spent five years at Equiniti as a finance business partner, focusing on operational efficiency, compliance and customer communications across pensions and retirement management platforms.
Speaking about her new role, Parkinson said: “I love the dynamism of CIRQLR’s staff, the range of recycling services we offer and the potential to take another step up, working collaboratively on the efficient delivery of critical infrastructure to benefit our customers.
“Katie and I look forward to bringing to CIRQLR our cutting-edge expertise in vehicle fleet management, service provision, people leadership, and running a successful business, along with our commitment to on-time, in-full (OTIF) distribution services.”
