Call for vehicle recycling levy

A motion has been put to parliament calling for a small levy to be imposed on new car sales to raise revenue which could be used to buy back old cars for recycling under the end-of-life vehicles directive.

It is proposed by 14 MPs, mainly Liberal Democrats but supported by Tory Peter Bottomley and Labour's John McDonnell.

The motion condemns the Department for Trade and Industry's proposal to make the last owner pay for recycling until the directive makes manufacturers responsible for this after 2007.

The levy could cover the costs for this period, it suggests.

The signatories draw “ministers' attention to the financial burden that 'last owner pays' will impose on local authorities, who will bear the cost of collecting and disposing of abandoned vehicles”.

There is concern that a repeat of discarded fridges fiasco could occur.

The motion said that, “as with the refrigerator directive and others, it is the Department for Trade and Industry which takes the lead in negotiating but DEFRA which is responsible for implementing the details.”

It called on the Government to bring in a cross-departmental approach to resolve how to deal with end-of-life vehicles until 2007.
