Augean welcomes consent for East Northants site extension

Specialist waste and resource management business Augean has welcomed government approval for an extension of it hazardous landfill void to the west of its existing site in East Northamptonshire.

Consent

Last week the Department for Levelling Up, Housing and Communities announced that junior minister Lee Rowley, on behalf of secretary of state Michael Gove, had granted a Development Consent Order (DCO) to Augean South Limited.

This is for the construction of new hazardous landfill void space to the west of the current site and continuation of site operations until 2046, at the company’s East Northants Resource Management Facility (ENRMF). The site is at Stamford Road, Kings Cliffe, near Peterborough.

The site currently handles various hazardous waste streams, such as:

  • Ash Residues from EfW and Biomass Plants
  • Dredgings
  • Contaminated Soil
  • Low Level Radioactive Waste

Planning Inspectorate

Following an examination during which the public, statutory consultees and interested parties were given the opportunity to give evidence to the Examining Authority, recommendations were made to the secretary of state in November 2022.

Augean’s application for the DCO was brought forward as a nationally significant infrastructure project (NSIP) and was examined by the Planning Inspectorate within legal timetables.

The decision, the recommendation made by the Planning Inspectorate to the Secretary of State for Levelling Up, Housing and Communities and the evidence considered by the examining authority in reaching its recommendation are available on the project pages of the National Infrastructure Planning website.

‘Pleased’

John Rauch, Augean’s chief executive, welcomed the granting of consent. Mr Rauch said: “We are very pleased that the application has been granted consent, and has determined that the company’s proposal has been based on sound scientific, technical, environmental and policy grounds.

“The DCO will enable Augean to play its part in economic growth and regeneration by the continued operation of an important part of the country’s waste infrastructure by providing a nationally important facility for the safe, secure and well-regulated treatment and disposal of wastes which is available to key business sectors like the construction and demolition industry and decommissioning markets.”

Mr Rauch continued: “The company is committed to contributing positively to the local area and strives to be a good neighbour, whether that is participating in  local community liaison groups, opening the site to visitors or funding community projects through our various Community Funds and will continue these initiatives throughout the lifetime of the site.”

Construction

The application involves the alteration of existing and the construction of new facilities for the recovery, treatment and disposal of hazardous waste and disposal of low-level radioactive waste at the ENRMF. The application was submitted to the Planning Inspectorate for consideration by Augean South Limited in September 2021 and accepted for Examination later that month.

Following an Examination during which the public, Statutory Consultees and Interested Parties were given the opportunity to give evidence to the Examining Authority, recommendations were made to the Secretary of State on the 2 November 2022.

This is the 122nd Nationally Significant Infrastructure Project to have been examined by The Planning Inspectorate within the timescales laid down in the Planning Act 2008.

Operational to 2046

The proposed development consists of the construction of a new landfill void to the west of the currently consented hazardous waste and low-level radioactive waste landfill area and the alteration of the consented restoration profile.

The proposal would increase the consented throughput of waste to the existing waste treatment and recovery facility and increase the total input rate to the site. It would also extend the operational period of the current site activities and the western extension to 2046. It represents an extension of the existing ENRMF which was granted consent under a development consent order dated 2013

The existing ENRMF comprises an active waste treatment and recovery facility and a hazardous waste and low-level radioactive waste landfill site which includes restored and partially restored landfill areas together with material stockpile areas.
