Main focus of WRAP's Local Authority Grant Scheme will be increasing the amount of garden waste collected at local authority civic amenity sites as part of WRAP's Organics Programme.
However, applications for the money can also include any or all other material streams under WRAP's remit – glass, paper, wood, plastics and aggregates.
The deadline for applications is Friday 5th December 2003.
Money from the fund will go towards improving the separate collection of materials for recycling and composting at existing sites throughout England. It will be put towards increasing the quantity and quality of recyclables collected, upgrading and expanding existing facilities, better signage, staff training and public awareness initiatives.
Louise Hollingworth, WRAP's organics technical manager, explained: “Garden waste represents the single largest element of the recyclables collected at household waste recycling sites, and improved collection facilities will contribute not just to achieving Landfill Directive diversion targets but also to manufacturing better products.”
She added: “Applicants will need to demonstrate that a contract is in place for the composting of the garden waste material, the quality of which should conform to the material supply requirements of BSI PAS 100.”
The Local Authority Grant Scheme will be a key part of its Organics Programme, WRAP said, and will remain entirely separate to DEFRA's new 135m National Waste Minimisation & Recycling Challenge Fund (see letsrecycle.com story).
Although there are no minimum tonnage limits, the key evaluation criteria will include the total increases in the collection of recyclable materials and overall value for money, WRAP said.
