WRAP appoints first director for Scotland

At a time of unprecedented change, WRAP has underlined its commitment to Scotland by making this appointment.

The organisation said the new position underlines its commitment to the country and to helping drive forward the National Waste Plan, as Mr Mulgrew will head up a new, dedicated WRAP office in Scotland.

The new director joins the Programme from the position of consultant director at Northern Ireland's Programme Delivery Support Unit, which is co-sponsored by the Department of the Environment and the Strategic Investment Board.

He has also held strategic positions with Dundee council and the Shropshire Partnership, as well as with the private sector.

Frank Mulgrew said: “It is a great privilege to be appointed WRAP's Director for Scotland.

“At a time of unprecedented change, WRAP has underlined its commitment to Scotland by making this appointment. I look forward to working with the Scottish Government and other stakeholders to implement the National Waste Plan and to contributing to the wider climate change agenda.”

“Essential” appointment

WRAP has provided support to the Scottish Government over the last five year in its roll-out of the National Waste Plan, which aims to push recycling to 55% by 2020.

And, Mr Mulgrew's appointment is considered by the Programme as “essential in addressing the needs of a growing Scottish audience across the business community, within the local authorities and Scottish Parliament.

He will be a member of the executive team, reporting directly to chief executive Liz Goodwin, who said: “I'm delighted to announce that Frank Mulgrew has joined us as WRAP's new director for Scotland.

“Frank has held senior positions in both the public and private sectors and brings a wealth of experience to the role. He will be establishing a dedicated WRAP office in Scotland, which will be funded by the Scottish Government.”
