Four waste management companies – Cleanaway, Estech Europe, Waste Recycling Group and Australian owned Global Renewables UK Ltd – have been short listed by the Yorkshire district.

Wakefield will be sending official invite to negotiation documentation out to each of the companies on August 8 this year. The deadline for the invitation return is at the beginning of December this year.
John Nortcliffe, waste procurement manager for Wakefield district council, said: “Once the evaluations are returned we will be analysing the responses. We may then choose to go directly to a preferred bidder, or we may move to a best and final offer stage.”
Mr Nortcliffe said that the council was hoping to have a contract signed by the middle of December 2006, with a contract due to start in March the following year. Wakefield district council currently has an in-house waste management service.
The contract has received 33 million worth of PFI backing from the Department for Environment, Food and Rural Affairs.

As part of the contract, Wakefield has said that it would be looking to retain the in-house kerbside collection service.

The council has also indicated that its strategy for the new contract will be to provide further processing capacity for kerbside-collected recyclables and organic waste, new waste treatment facilities to reduce the amount of biodegradable waste going to landfill and new household waste recycling centres throughout the district.
In total the contract is likely to be worth around 850 million and among the targets will be a 51% recycling rate by 2010. Wakefield had a recycling rate of 17% for 2003/04.
