Virtual landfill site to help Agency and waste industry

The Environment Agency has begun piloting a virtual reality training tool to improve competence in waste regulation. Agency technical and training specialists have developed a virtual landfill site to enhance staff training and provide greater consistency in site inspection.

Developed in conjunction with the Nottingham based virtual reality research unit AIMS Solutions, the computer-based simulation enables users to navigate around a landfill site and randomly encounter a typical range of scenarios, hazards and events.

Environment Agency Project Manager Howard Thorp said he is delighted with the final product. “Whilst the simulation does not seek to replace real life experience, it does offer some real benefits. Users can get quick and easy access to training without waiting for training courses, training budgets or experienced trainers to become available.

Stimulating

“The programme is cost and time effective, and early feedback from users indicates the retention of key information is enhanced because the approach to training is memorable and stimulating. Many staff are amazed by how much they remember when they come for their second training session.”

The Agency expects the virtual reality landfill site to help it provide greater consistency in site inspection and it will also be of benefit to both the Agency and the industry.

Users are trained to identify appropriate actions, make risk assessments and answer questions during each session with the training tool. After they have completed their virtual inspection, they discuss their results with a more experienced regulator.

The key benefit emerging from the training, said Mr Thorp, is the development of a more consistent application of the Operator Performance Risk Assessment (OPRA) and the Agency's Site Inspection Methodology.

The site has been constructed so it can evolve as needs dictate. A transfer station linked to the site is currently under development to supplement the existing landfill site. Other aspects of the site will be developed in the future. All Agency area offices will have access to the programme later this year.

Site inspection simulation forms an intrinsic part of every new Environment Protection Officer's core competences. This will ensure that the programme becomes part of a broader development scheme, not just an isolated training event. Although the primary target audience is Agency Environment Protection Officers, early indications are that anyone involved in waste regulation or operation may benefit.
