Valpak welcomes government move to 56% recovery target

The decision by the Department of the Environment, Transport and the Regions to cut back the overall recovery target for packaging waste in 2001 from a proposed 58% to 56% has been welcomed by Valpak, Britain's largest compliance scheme.

Valpak chief executive John Turner, told letsrecycle that he “thanked the government for listening to industry's pleas.”

And he added that while the 2% cut would not help make the situation much easier, any relief was good news.

It is thought that Valpak had prepared plans for a range of targets and will now swiftly produce a business plan for next year based on the 56% level.

Some members expect their costs next year could double because of the higher prices of PRNs. However, this will be influenced by the spread of their obligation – ie, whether or not they have an obligation on some of the more expensive PRNs for materials such as plastic and aluminium.

The 56% target is important to all sectors of recycling because within the 56% level recycling plays a large part alongside some energy from waste and composting. Different materials – glass, plastics, wood, steel, aluminium, paper/board – all have specific targets by weight of 18%.
