The in-house facility was opened on the Atlantic Trading Estate (below) earlier this year as part of the council’s plans to have greater control over where waste ends up.
After visiting the site in June, the HSE has issued the council with two notices after it found that appropriate measures “have not been taken to ensure that maintenance operations can be carried out without exposing persons to a risk to their health or safety”.
The two notices relate to the the same issue, which is the fact “that there is no isolation and lock-off system” for two balers at the site.
The HSE added: “Appropriate measures have not been taken to ensure that maintenance operations can be carried out without exposing persons to a risk to their health or safety, in that there is no isolation and lock-off system for the Baler”.
‘Responding shortly’
A spokesperson for the Vale of Glamorgan council said: “The HSE made a number of recommendations after visiting our site recently. The council has now addressed these and will be responding to the HSE shortly to demonstrate compliance.”
One notice was for a potential breach of the Health and Safety At Work Act 1974, while the other under Provision and Use of Work Equip Regs 1998.
The notice was first issued to the council on 7 June with a compliance date set for 10 Jul. The notice says however that it is still ongoing.
