Frank Mulgrew, who has also had a long career in local government and private enterprise – more recently as the director of environment and consumer protection in Dundee – will take up the post in January 2003.
Understanding
Mr Mulgrew said: “My career in local government has given me wide experience in both waste collection and disposal and I have also worked in the private sector and understand the specific issues they face. Added to that, I suppose the fact that my first job in waste management was as a street sweeper allows me to claim an understanding of every aspect of the industry.”
Launch
The Shropshire Strategic Waste Partnership will officially launch in early 2003. It will bring Shropshire County Council together with North Shropshire, South Shropshire, Bridgnorth and Oswestry District Councils in a joint waste management body which will encourage sharing of resources and experience.
Mr Mulgrew gained professional qualifications as a technical trainee with Dundee Corporation and in 1975 joined a forward-thinking waste management department at Kirkcaldy District Council in Fife. He became director of environmental and consumer protection in Dundee in 1985 and in 1996 became a consultant to the private sector working all over the world.
Commenting on his move to Shropshire, Mr Mulgrew said: “This partnership is a pioneering way of looking at recycling and waste management. Shropshire is well ahead of many authorities in the way it is approaching the critically important issue of waste, and what we do here could influence thinking nationally.”
