The money is part of the Strategic Waste Fund, established for the implementation of the National Waste Strategy in Scotland. It will be allocated to authorities based on the size of their populations.

Announcing the allocation of funds as part of a written answer to a Scottish parliamentary question, environment and rural development minister Ross Finnie said: “The distribution of the funding I am announcing today is a vital step in delivering the Executive's target of recycling and composting 25% of municipal waste by 2006.”
He added: “This money will not only help councils develop recycling and composting initiatives, but create economic opportunities as new products are created from the reuse and recycling of resources that would otherwise be buried.”
Aberdeenshire
Aberdeenshire was one of a number of councils to pick up a six-figure sum, with 376,000 from the Executive. Plans in the county include the introduction of an “enhanced” network of recycling facilities, kerbside recycling collections and a waste awareness campaign.
Commenting on the award, Aberdeenshire's infrastructure services committee chair Alison McInnes said: “This is clearly welcome news and we will need to consider the most effective way to use the money to supplement existing plans. The additional funds announced today will help us to implement additional activities to promote a more environmentally sustainable approach to waste.”
The Scottish Executive has allocated a total of 16 million for 2002-03 in its Strategic Waste Fund and has said that over 230 million will be available over the next three years.
