Recycling minister tops bill at LARAC 2010

Waste and recycling minister Lord Henley has today (July 23) been named as the keynote speaker for the Local Authority Recycling Advisory Committee's Conference 2010 which is being held on November 3 and 4 at the Arena and Conference Centre in Liverpool.

Lord Henley leads a strong line-up of speakers at the event, which is being held in partnership with UPM. The conference will focus on how councils can reduce costs and still hit waste and recycling targets, and aims to help local authority recycling officers to reduce the impact of budget cuts.

This year has particular significance, marking both the 25th year of the Local Authority Recycling Advisory Committee and the 20th year of its annual conference. It also marks the 25th anniversary of UPM Shotton.

The event includes the LARAC Celebration Awards, to be held at evening dinner event on Wednesday November 3 at St George's Hall, Liverpool.

The minister's appearance at the conference is set to come against the backdrop of the coalition government's major review of all existing waste policy, announced in June 2010 (see letsrecycle.com story), and ahead of the publication of a new waste strategy for England, which is expected in April 2011 (see letsrecycle.com story).

Commenting on Lord Henley's attendance at the event, Joy Blizzard, chair of LARAC, said: “We are delighted Lord Henley is coming at a crucial for waste management and we all know the focus is on cost efficiencies and savings.

“That is the main theme running through the conference and we will be looking at large scale efficiencies, such as amalgamating refuse plans with neighbouring authorities among a range of things.”

Speakers

Lord Henley is joined by a list of speakers that includes Duncan Simpson of compliance scheme Valpak and Helene Roberts of Marks and Spencer, who will both talk about how councils can benefit from funding available from PRNs and also directly from retailers.

David Greenfield, of council support body Improvement and Efficiency South East will talk about planning for the future, while Nicola Milner of EMERGE and Alys Dunn of Waste Watch are set to discuss the power of volunteers.

And, Gunnel Kilingberg, secretary general of Municipal Waste Europe, will offer a European perspective on the future of waste.
