The facility is to be operated by Pure Recycling Ltd, part of the Revolve Waste Management Group, with a capacity to sort up to 39,000 tonnes of fully mixed paper, glass, cans and plastic bottles each year.
The company said the former slaughterhouse site will be cleared to make way for the purpose-built recycling facility, which will include the Head Office for Pure Recycling Ltd.
Nik Spencer, managing director of Pure Recycling, said: “We have worked very closely with Warwickshire to ensure this facility is built with the county's recycling in mind, and hope that we can announce other districts that will be using this facility in the near future.
“The chosen site is ideally situated taking into account residents concerns over increased traffic as no Warwickshire villages will be adversely affected,” he added.
Planning permission was sought in July this year, and made easier because the site was previously associated with waste management through its two animal carcass incineration units. These are being cleared for the new plant.
The Warwickshire county councillor for Stour and the Vale, Izzi Seccombe, said: “Warwickshire county council is extremely fortunate to have this facility on our doorstep. The county is in a position to increase our recycling potential by encouraging a mixed recycling collection, and letting this facility sort the material.
“This will increase our recycling rates and enable us to introduce the much wanted plastic bottles and cardboard recycling in the county, as all the recycling materials are collected together. This will also reduce the amount of specialist lorries on our streets which will reduce the environmental impact,” she said.
Impact
Pure Recycling said it had designed the facility with a curved profile to blend into its surroundings, along with an extensive tree-planting scheme. The 37-acre site 20 minutes from the M40 motorway will also be sunk into a large bank to reduce its visual impact.
The site will also host a visitor centre to allow for schools visits.
Rebecca Froggatt, head of operations for the company, said: “Pure Recycling will build and operate a MRF that will slot into the surrounding area delivering sustainable and environmentally friendly solutions. The environmental impact will be lessened by the company's use of sustainable building materials and also the use of existing recycling technologies such as grey water harvesting form the large roof section and also reed beds.
“The company is also investigating the use of Solar panels to power the office building,” she added.
Stratford district council will take up around a quarter of the plant's capacity when it begins operating in April 2009.
Councillor Simon Jackson, its portfolio holder for environmental services, said: “We are delighted that Pure Recycling are building this facility in our district for many reasons, not least the fact that the savings to the council are substantial by reducing the collection costs, but it also means reducing the total heavy goods vehicle fleet required by the council, thereby reducing the carbon footprint of our collections.”
