They awarded it one star and noted a poor record of activity on recycling.
The west Cornwall council serves 60,000 people, and expects to spend 1.5 million on the waste service this year, putting it among the highest 25% of spenders.
It is in the bottom 25% of district council performers for recycling and composting. The inspectors said that the amount of waste collected is exceptionally high, creating pressure on limited landfill space.
But Penwith is among the top performing 25 per cent for refuse collection and street cleaning and response time for cleaning up reported fly tips.
The inspection focussed on improving Penwith's poor track record on recycling. It has plans for a kerbside collection of recyclable goods for most of the district, which inspectors felt was practical and achievable.
