Known to his colleagues as 'Captain', he started work at Wembley Borough Council in 1959 shortly after leaving school and eventually became one of London's first recycling officers in 1990, a cause he championed until his retirement in December 2007.
Mr Morgan had just one day off sick during his working life, on 31 December 1969.
Gareth Daniel, chief executive of Brent Council, said: “I know from his colleagues that Michael had been looking forward to his retirement, having planned to visit every city in Britain by Mini. Although born in Harrow, Michael's spiritual home was Wales. He inherited a house in Pembrokeshire, where he would spend every weekend. This is a great tragedy and the sad news has affected everyone who knew him.”
Councillor Irwin Van Colle, lead member for environment, planning and culture, said: “Mr Morgan was an example of a council employee who dedicated his life to public service. He helped to pioneer recycling in Brent and that is a worthy legacy to leave behind. I am very sorry to hear of his death so soon after leaving the council.”
Mr Morgan was present at the formation of Brent. He started work at Wembley Borough Council in 1959 as a clerk, transferring to the new London Borough of Brent in 1966.
In the 1990s as the environmental considerations became more important he became one of London's first Recycling Officers, the job he kept until his retirement last year.
