NLWA appoints Norfolk waste expert as MD

The North London Waste Authority has appointed David Beadle, of Norfolk Environmental Waste Services (NEWS), as its new managing director.

The appointment, which is takes effect from November 16, is intended to help provide a strategic steer for the North London Waste Authority (NLWA) as it develops £3 billion worth of waste infrastructure to treat residual waste from Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest councils.

Mr Beadle has held the position of managing director at NEWS for the last 16 years. NEWS is run by Norfolk county council and Mr Beadle played a part in setting up the arms-length company.

The NLWA said that in his role Mr Beadle would focus on strategy and partnership working, leading engagement with the seven constituent boroughs and a wide range of other external stakeholders, including local residents.

Commenting on the appointment, chair of the NLWA, councillor Clyde Loakes, said: “This position is set to become one of the most high profile roles in the UK waste sector. All eyes are on north London as we aim to transform our environmental performance.”

“David brings with him considerable local government experience particularly in the waste sector and a proven track record of delivery. He will provide the skills and vision needed to ensure we meet the challenging targets set out in the North London Joint Waste Strategy,” he added.

Appointment

Mr Beadle said: “The NLWA is one of the UK's largest disposal authorities and with a flagship procurement project about to begin this is a unique opportunity to make a difference.

“I am delighted to be joining the Authority at such a crucial time and look forward to working closely with the seven north London boroughs to shape the vision for the future and lead the way in sustainable waste management,” he added.

When Mr Beadle officially takes over the position he will replace the interim managing director Mike Stroud, who has held the role since July 3 2009.

In addition to taking his role at the NLWA, Mr Beadle is also director of the Environmental Services Association (ESA) and the board of Energy & Utility Skills (EU Skills). And, he is also a member of the Defra Technical Advisory Committee assisting Defra with the New Technologies Demonstrator Programme under the Waste Implementation Programme (WIP).

The appointment of Mr Beadle comes one month after Norfolk county council opted not to hand a contract to Sustainable Resource Management – a subsidiary 20% owned by NEWS – due to the recession (see letsrecycle.com story). However, NEWS continues to operate a materials recycling facility at Costessey, three waste transfer stations and an active landfill site.

The NLWA last month awarded two interim, five-year contracts to waste management companies Greenstar UK and Bywaters to sort 40,000 tonnes of dry recyclables each year while £3 billion worth of waste infrastructure is developed in North London (see letsrecycle.com story).
