MVDA sees major hurdle ahead for licensed and exempt metals sites

All metals recycling sites – exempt and licensed – face major change under the end-of-life vehicle recycling directive, John Hesketh, chairman of the Motor Vehicles Dismantlers Association (MVDA) said today.

Commenting on the recent conference where the legislative proposals were discussed, Mr Hesketh said it would be “alarmist” to see the exempt sites under any more threat than licensed sites.

“Exempts site are usually relatively small but the requirements of infrastructure are often considerably greater than for licensed sites. For
example a site storing more than 100 vehicles (maximum 1000) has to have a completely impervious surface with appropriate interceptors. This is a condition that many licensed sites can only aspire to,” he said.

Mr Hesketh said that the MVDA's discussions with both the Department of the Environment, Transport and the Regions and the Environment Agency indicated that exempt sites should not find it any more difficult than licensed sites to achieve permitted status. However, he pointed that “given that the favoured route at the moment is a move to IPPC (integrated pollution, prevention and control) all metals recycling sites who want to handle ELVs face major change.
