The event will be held on May 27 at Leicester Town Hall alongside Environ's Bikes 4 All and Leicester city council Bike Film Festival.
The main theme at the event will be sustainability and it is hoped by the council that it will help bicycles to become a more prominent member of the recycling family.
At the event there will be speakers and the opportunity to take part in workshops connected with the recycling of bicycles.
Workshops offered by Leicester city council on the day include information on how to tap into sources of unwanted bikes, working in partnership with local authorities and ways of finding funding.
Bikes 4 All received 119,898 in funding from the Big Lottery Fund's Community Recycling and Economic Development Programme in July 2005.
One of the speakers at the event is Karen Overton from the Recycle-a-Bicycle project in New York.
Ms Overton has been invited to speak at the event to talk about the project, which Leicester council believes is one of the best examples of a bike recycling enterprise.
Learning
The New York project not only takes in old bicycles for recycling, but it also offers young people the chance to learn bike mechanics. By volunteering to help out at one of their city shops youngsters can also earn themselves a free bicycle.
The Recycle-a-Bicycle scheme runs six shops in the city, each selling and renting recycled bikes, as well as spare parts.
