Mr Kirkby, is currently waste strategy officer with Cardiff County Council and has also been one of two vice chairs of Larac. He will take up the new post at the end of February and stepped down from his post as vice-chair at a meeting of Larac last week. At the same time Chris Davey of West Sussex County Council was re-elected as chair and Paul Deakin of North Dorset as vice chair.
The organisation, which has members from 350 local authorities made up mainly by recycling officers, will now only have one vice-chair.
Mr Davey said: “I am delighted that we have appointed Colin as our administrative officer. It will allow us to provide the service that members need today and help us to develop our services over the next few years.”
Mr Kirkby said: “I’m really delighted because I think it’s a good opportunity to move the work of Larac forward through working closely with the executive.
“One area that I will be working hard to develop with Jane Westmoreland of Kirklees is a whole training programme for Larac members. We will be looking at a range of service providers and try to build a recognised training course for officers.”
The administrative post will be part time and Mr Kirkby said this will allow him to carry out some recycling activities in his home town of Presteigne where he runs a bank scheme with the support of Powys County Council.
Meanwhile, in Scotland, RAGS – the Recycling Advisory Group Scotland – which includes recycling officers and private sector members has decided not to appoint a chief executive. The post was advertised last September. Because of cost constraints and a policy review, the organisation has now decided instead to appoint a recycling development worker.
