Two Norfolk councils have awarded Kier Street Services an £8.5 million deal to provide a host of services including waste and recycling collections.

North Norfolk district teamed with the borough council of King's Lynn and West Norfolk to hand the Bedfordshire-based firm the eight-year contract, which has the option to be extended for a further eight years. And, the councils claim they will save £3.45 million in contract costs over the course of the deal.
The cross-boundary contract will see Kier responsible for waste and recycling collections, covering roughly 240,000 people in the Norfolk area, as well as grounds maintenance, street cleansing and organic waste treatment.

Kier Street Services, which is a subsidiary of civil engineering giant Kier Group, will begin work in North Norfolk from April 2011, taking over from current contractor Norse. Its deal with King's Lynn and West Norfolk will come into effect in April 2013.
North Norfolk
North Norfolk has sought to assure residents that the new contract will see no change to its existing service but it will see Kier hand businesses in the area new trade waste recycling sacks in an effort to improve the service currently available to 1,000 trade waste customers.
Furthermore, the contract is intended to see Kier provide an “enhanced” bring bank services, which North Norfolk hopes will see a Kier provide “better and more facilities for less cost”. In addition, Kier intends to increase the recycling of waste electrical and electronic equipment and work with charity Scope to provide a doorstep collection of textiles.
And, Kier will also work with other charities at a local level to reuse items collected through North Norfolk's bulky items collection service.
Nick Baker, strategic director for environment at North Norfolk, said: “While the procurement route we chose, Competitive Dialogue, made the process far more complex, there is little doubt that it has deliver a good outcome for both North Norfolk district council and the borough council of King's Lynn and West Norfolk and indeed for the companies who bid for this work, from whom we have had very positive feedback about the detail and fairness of the process.”
North Norfolk currently operates a commingled collection system, which sees residents able to recycle aluminium and tin cans, plastic bottles, paper and cardboard and aerosols. This service was introduced in 2004.
