There were two bidders for the work, which starts in April 2023, with current contractor Suez UK understood to be the losing bidder. The tender process was agreed earlier this year (see letsrecycle.com story).
The county council puts the initial estimated total value of the contract at £16,200,000 and the total value at £19,914,000. The contract is for a three-year period but can be extended up to six years in total.
HWRCs
Work will involve the transport of waste materials from household waste recycling centres (HWRCs) and a community recycling and reuse centre (CRRC) in Lancashire. This will cover six HWRCs within the administrative areas of Pendle, Burnley, Ribble Valley, Hyndburn and Rossendale. The area is four HWRCs and one CRRC, within the administrative areas of Lancaster, Wyre and Fylde. And, the southern area is five HWRCs within Preston, West Lancashire, South Ribble and Chorley.
The tender had offered the work in three lots but the council awarded all three as a “global lot” to Hurt Plant.
Acquisition
Family-firm Hurt Plant Hire was acquired by Blackpool-based Fox Brothers in September 2020 with Fox Brothers saying that this made them “one of the largest hauliers of aggregates, recycled materials and earthworks nationally”.
In a statement at the time, Fox Brothers said: “The acquisition brings together two of the North West’s premier operators and will create a combined business with an annual turnover of close to £50m. Collectively it will employ around 320 people.”
Also in 2020, Paul Fox, group managing director of Fox Brothers, said he saw the acquisition as “a catalyst for future growth” creating opportunities “to compete for larger projects in terms of scale, scope and complexity, as well as expanding the group’s geographical coverage.
Hurt Plant has sites across northern including including Leyland, Manchester, Chester and Cumbria.
