The inquiry into the “way forward for Project Integra” will be conducted through Hampshire's Policy and Resources Scrutiny and Select Committee.
The move comes following a threat made earlier this year by the council to withdraw from the management board of the partnership unless performance standards improved (see letsrecycle.com story).
A letter has been sent by Hampshire county council to the key members of the Project Integra partnership inviting them to give evidence. According to the letter, the committee's panel will scope the inquiry around three questions.
The questions are:
- What should the long term vision of Project Integra be and how should partners work together to achieve it?
- What should the Hampshire county council role in the Project Integra management board be?
- What are the barriers to moving forward and how could they be overcome?
Those being offered the chance to give evidence have been given until Wednesday August 31 to provide written evidence. The letter states: “Once written and evidence has been received and considered then key people will be invited to come and give verbal evidence and answer the panel's questions.”
A spokeswoman for Hampshire county council said the inquiry meetings were likely to be “sooner rather than later”.

Project Integra includes Hampshire county council, the 11 district councils, the unitary councils of Portsmouth and Southampton and waste management company Onyx.
Steve Read, executive officer of Project Integra, said: “In the mean time we have been developing behavioural change strategies and the rest of us are trying to move forward while we wait to see what Hampshire does.”
