Following its recommendation to award the contract to Serco in February, the authority faced a legal challenge which led to a re-tendering process and the recommendation to choose FCC Environment as the supplier (see letsrecycle.com story).
At a meeting on Wednesday (26 July) councillors approved a motion to endorse FCC Environment as the preferred supplier for the council’s waste and recycling collection and street cleaning services.
There will now be a 10-day standstill period following the decision before the contract award can progress.
Value
Cllr Emma Stokes, Executive Board member for Environment and Street Scene, said that the re-tendering process “had resulted in a better value and service quality contract”.
FCC has been running the council’s waste, recycling and street cleansing services for 23 years. And under the new contract, FCC will be implementing a number of new measures including kerbside collection of small electrical equipment, batteries and textiles for recycling it has said.
Wychavon had initially aimed to procure the collections contract with neighbouring district, Malvern Hills and Worcester city. However, Worcester City pulled out of the procurement following a change in administration and Malvern Hills withdrew from the joint contract after claiming that it saw ‘no financial benefit’ to outsourcing the service.
