European official reveals Commission&#39s doubts about PRN system

A top European Commission official today suggested that the Commission had some doubts about the merits of the UK's packaging waste recovery note (PRN) system of compliance.

Responding to a question from a delegate to the Federation of European Waste Management Association's conference in Bruges, Paul MacAleavey – from the Cabinet of Commissioner Margot Wallstrom – said: “I do not want to go into detail on PRNs, but we may have some questions about their flexibility and efficiency.”

However, the doubts did not appear to be shared by the Commission's DG Enterprise chief, Michel Catinat.

Questioned about the merits of the PRN system – used in the UK to confirm delivery of packaging waste recovery obligations – Mr Catinat said he did not know the details of the scheme, but was in favour of market-related mechanisms like the PRN system.
