Environment Exchange seeks release of more packaging data

The Environment Exchange has welcomed last week's publication of the provisional packaging waste recycling figures for 2002 but has called for data to be made available more swiftly.

Managing director, Angus Macpherson said: “While I am delighted that DEFRA has now published the figures, I am saddened that it has taken so long for such market sensitive information to be published. The provision of a central register would undoubtedly assist the department in producing more timely and comprehensive information.”

He also emphasised the need for the figures to show how much 2002 tonnage had been carried forward into 2003 and how many PRNs had been handed back to the Agencies.

On the figures Mr Macpherson commented: “The UK's reprocessing industry appears to have risen to the challenge presented by Mr Meacher. However doubts must remain about either whether the national obligation exceeded 50% of the packaging placed on the market or whether all PRNs/PERNs issued reflected tonnes of packaging reprocessed or exported. Free riders and incorrectly reported tonnages contributed to the former and Mr Meacher's inquiry will shed light on the latter, both of which are no doubt causing the Agencies some concern.”

Valpak
The importance of the Environment Exchange as a trading floor is highlighted by Jonson Cox, chief executive of compliance scheme Valpak in the exchange's latest quarterly bulletin. The article comes after the decision by Valpak to acquire a 40% stake in the Exchange.

Referring to any concerns that Valpak's involvement could compromise the Exchange, he writes: “It is in the best interests of all participants in
The Environment Exchange that this deal is constructed to ensure the confidentiality and interests of traders will not be compromised. The deal we have drawn up is deliberately constructed so that neither Valpak nor any future investor has overall control, and we will have no access to information on specific trades or overall trading volumes other than that which is currently available to participants.”
