Environment Agency welcomes changes to Special Waste rules

The Environment Agency has welcomed changes to the Special Waste Regulations which come into force on November 1 2001.

The regulations set out the provisions to implement an effective ‘cradle to grave’ system of control which ensures special wastes are managed from the moment they are produced until they reach their final destination for disposal or recovery.

Key amendments include the extended time period for a carrier collection round from 24 to 72 hours and the expansion of the reduced tariff for lead acid motor vehicles batteries to include all lead acid batteries.
The Agency has also been empowered to set fees and charges.

Environment Agency Head of Special Waste Nick Bethel said:
“The amendments are the result of both industry and the Agency working closely with the Government to improve the Special Waste Regulatory system. A wide consultation process took place where the concerns of industry and the Agency were voiced, resulting in the creation of a more workable system for all parties.

The Agency will issue guidance outlining the amendments on its website to coincide with the implementation of the changes.

Other key changes to the regulations include:

  • Reference to the Approved Supply List is updated to the 6th Edition;
  • Reference to the Approved Classification and Labelling Guide is updated to the 4th Edition;
  • Procedure for rejected loads is clarified;
  • Wording of the consignment note is amended (in force 1st November 2001);
  • Wording of the schedule is amended (in force 1st May 2002).
