ELV directive could see final owner receive cash sum

The final owner of a car could be given a cash incentive to return their end-of-life vehicle to an automated treatment plant, the government confirmed today.

Mrs Sheila McKinley, head of the producer responsibility unit at the DETR, said a number of issues were under discussion. This included looking at the question: “Is giving the last owner of a vehicle free take-back enough to ensure successful implementation of the ELV directive or does something else need to be considered?”

Mrs McKinley explained that there are two main options for implementing the directive. Speaking at an MRW conference in London, she said the first option was “marque-specific”. This would see producers collecting and transferring their own vehicles for treatment.

Option two is where authorised treatment facilities would provide free take-back for all ELVs and producers would be responsible for meeting recycling targets but could use any ELV towards the targets.

But Mrs McKinley emphasised that these are hugely complicated issues and the government wants to here views from all parties.

Speaking at the same event, Mark Stringer, team leader for waste licensing at the Environment Agency, said that under the directive the profile of the dismantling sector may change radically. He noted that currently about 2,250 sites are involved with ELVs.
