Councils could create new entity “to control risk”

Local authorities should consider coming together and setting up a separate entity to help provide greater stability in terms of recycling income, according to a top waste and recycling expert.

The suggestion for a new way to help councils manage risk comes from Paul Levett, who is director of Waste Transition and is also a former deputy chief executive of Veolia.

Mr Levett said: “Councils want stability, I think the answer is that councils should come together and put income into a separate entity which holds back money in the good years and releases it in the bad years.”

Mergers and acquisitions

Speaking on a range of issues to letsrecycle.com, Mr Levett also reflected on the challenges legitimate businesses face by having to contend with waste crime.

And, he also predicted that a new round of mergers and acquisitions are likely in the waste management sector in the second half of 2015.
