John “Quint” Moffat, 51, was working on Spelvit Lane in Morpeth when the incident happened just before 7am on Monday January 31.
According to a police spokesman he left his collection vehicle and it rolled forward and hit him.
The spokesman said: “Mr Moffat received life threatening injuries and was taken to Wansbeck general hospital where he later died from his injuries.”
The HSE were made aware of the accident and are now beginning an investigation. Police have appealed for witnesses to contact them on 01661 861972.
A spokesman for Castle Morpeth council added: “The Council's management, staff and members are deeply saddened to hear of the death on Monday night of John Quinton Moffatt, who had been a member of our Green and Clean team here for over ten years.
“Our thoughts and sympathies are with his family at this very difficult time.
We now await the report of the Health and Safety Executive and the police before commenting further on the details of this tragic accident.”
